HEALTHCARE POLICIES IN EUROPE
Obiettivi formativi
Students are expected to learn the constitutive elements as well as the evolution of health policies, mainly in a comparative European perspective.

- Knowledge and understanding
The student – through course attendance and
practical activities – will gain full knowledge
of the general principles of Sociology of Health and Healthcare Policies at European level.
- Applying knowledge and understanding
Student will be able to interpret and apply,
also to specific cases, principles of Project Cycle Management, especially in Healthcare contexts. They will be able to read and analyze main International Reports on Health fields.
- Making judgments
Students will acquire analytical skills and
critical spirit in the analysis of the main International Reports by public institutional players and bodies.
- Communication skills
By the end of the course, students will be
able to transmit with clarity, rigor, and
methodological consistency the learning outcomes in the field of Healthcare Policies and Project Cycle Management.
Through the various activities that will take
place during the course – lessons with
discussion, debates, project work –students
will be able to put these communication skills
into practice in various contexts. They will
learn to adapt the terms used to the
interlocutor in the specific case, thus gaining
advanced rhetorical skills necessary for the
professional career.
- Learning skills
By putting into practice the methodologies
learned during lectures and seminars, the
student will be able to elaborate insights and
conduct research by consulting Reports, specialist texts and journals. The student will develop a solid knowledge of the fundamental aspects of Healthcare Policies at European level.
Contenuti Del Corso
The course focuses on health policies and their planning at European level. Particular attention will be given to teaching programming techniques issued by the EU and to the analysis of International Reports

Attending Students’ Modes of Assessment
• Continuous assessment: at least 70% of the final grade is obtained based on activities, chosen by the teachers, done throughout the semester. In case of absence the evaluation is equal to 0. Activity consists of a public discussion of a Project Work on healthcare policy design on a specific topic.
• Final Exam: maximum 30% of the overall final grade is obtained based on a final exam, done individually, written and/or oral at discretion of the teacher(s) and as indicated in the syllabus. In the examination session of the semester in which the course is offered it is foreseen the salto d’appello (i.e. requiring students to skip an exam session date): the possibility to register for the second exam date only if absent in the first one.
• Retake Session: In In case of absence to both scheduled exam dates of the examination session of the semester in which the course is offered, in the first available retake session students can decide whether to keep the continuous assessment. Starting from the second retake session all the students will be assessed based on a final exam accounting for t 100% of the overall final grade. This exam will be different and more difficult (in terms of contents and/or duration as decided by the teacher(s)) than the one worthing maximum 30% of the overall final grade.
Non attending Students’ Modes of Assessment
• Final Exam: 100% of the grade is based on a final exam, which will be different and more complex (for contents and/or duration as decided by the teacher(s)) as compared to the one that accounts maximum the 30% of the final grade. In the examination session of the semester in which the course is offered it is foreseen the salto d’appello (i.e. requiring students to skip an exam session date): the possibility to register for the second exam date only if absent in the first one.

Exam Information
• In accordance with personal data protection regulations, it is not allowed to publish the results of written exams in lists containing identifiable student data (such as name, surname, or, in certain cases, student ID number). The new MyLuiss platform, active from the upcoming academic year 2025/2026, provides appropriate tools to manage grades confidentially: the “Gradebook” function allows teachers to enter grades — even for exams not taken online — which are visible only to the individual student, thus ensuring data privacy. • In compliance with current regulations, official exam sessions will be held in person at the University’s respective campuses.
• Graduating students and those who are registered outside the prescribed timeframe may attend all exam sessions.
• To find the dates of exam sessions, please refer to the academic calendar.
• Exam dates cannot be scheduled during teaching periods.
• In the case of a written final exam, students have the right to review their graded exam.
• Grades recorded in the Web Self-Service platform will be officially registered three days after being communicated.
• Graduation sessions are, usually, scheduled based on the end of the individual profit exam sessions.
Final exam will be held in oral modality
Criteri per l’assegnazione dell’elaborato finale
Personal interest in the topic; active participation in the discussion in class. If, when writing his/her thesis, a candidate uses some phrases or ideas taken elsewhere and does not quote the sources appropriately, supervision will be interrupted.
