He is Full Professor of Administrative Law with the Department of Law, at LUISS University. Principal Investigator of International (Hercule III 2020 - Betkosol and EUAF 2023 - Betkonext) and National Research Project (PRIN 2020 - Restore). He is the Editor-in-chief of Munus - Law Review of Public Services and a Member of the European Group of Public Law and the International Society of Public Law. He has written extensively, contributing to international and Italian reviews authoring more than two hundred and fifty academic publications and five books, including La proporzionalità dell’azione amministrativa, Padova, Cedam, 1998; Costruire lo Stato, Milan, Giuffrè, 2009; Il ruolo del diritto in Europa, Milan, FrancoAngeli, 2018; The Struggle over Law for Europe, London, Routledge, 2024.
