POLICIES AND INSTRUMENTS OF THE PNRR AND THE EUROPEAN STRUCTURAL FUNDS

Instructional goals

The course aims at: providing knowledge on investments and reforms promoted by the Government with PNR, the extraordinary Plan and European Structural Funds (SIE 2021-27) to overcome the crisis determined by pandemic, war and economic recession, according to the principles of complementarity; deepening the knowledge not only of the policies of PNRR but also of the operational instruments used by national and local administrations for the implementation of public investments funded by cohesion policies 2021-27; investigating the interrelation between the opportunities of granting offered by PNRR and those offered by cohesion policies through the European funds in the perspective of the next cycle 2028-2034.

Intended learning outcomes

At the end of the course, the students will be able to: understand objectives and policies on sustainable development promoted through PNRR and European structural funds (2028-34); read, discuss and criticize the economic and social conditions that brought to the implementation of the PNRR as an extraordinary National Plan and cohesion policies (Draghi Report); read, discuss and criticize PNRR policies jontly with cohesion policies implemented with European Funds looking at the next cycle 2028-34; analyze and understand the complexity of sustainable development models funded by EU and national Government; assess the features and appropriateness of the PNRR operational instruments and EU funds also in particular contest, such as the South of Italy; communicate and present, in a clear and persuasive manner, the principal instruments of the ordinary and extraordinary strategies implemented with cohesion policies

Teaching Methods

Frontal lectures, laboratory activities and open debates

Assessment Method

Brief wirtten test on intermediate phase (one third of final grade) and a oral test at the end of the course ( two thirds of final grade). For non compliants only oral test (100% final grade). No possibility to deny the finale grade.

Thesis assignment criteria

Interest for the discipline and active participation to the classes.
