Who can apply | Students enrolled in the first year of the Master’s Degree in Government and Public Affairs at Luiss in the 2026–2027 academic year are eligible to apply to participate in the Programme during the 2027–2028 mobility year. |

Fees and contributions | Luiss students pay their university fees exclusively to Luiss and are therefore exempt from paying tuition fees at the University of Luxembourg. |
Qualifications awarded | Upon completing the Programme, students are awarded a Master's Degree in Government and Public Affairs from Luiss and a Master of Arts in European Governance from the University of Luxembourg. To obtain the Double Degree, participants must meet all academic requirements and comply with the regulations set by both universities. |

Key Academic Rules
- Interested students are advised to carefully review the Programme's study plan and its rules. Generally, changes to the study plan are not permitted.
- The exams required by the study plan at Luiss must be completed before the mobility year.
- During the mobility period, students will be required to comply with the regulations and procedures of the University of Luxembourg.
Information about the thesis
Each university will provide detailed information on procedures and deadlines in due course. As a guideline:
- Students must follow the procedures and meet the deadlines set by both institutions for preparing and defending their theses.
- The thesis will be completed during the mobility period under the joint supervision of two supervisors, one from Luiss and one from the University of Luxembourg. The thesis proposal must be approved by both supervisors and must meet the academic requirements set by both universities.
- The thesis is an individual piece of work.
- The thesis will be assessed separately by each university, following its own procedures and assessment criteria.
Additional information
- Students selected for a Double Degree Programme are required to follow the curriculum set out for the year of mobility, including any subsequent changes, particularly those relating to language courses and other academic activities.
- While committing to providing complete, accurate, and timely information, Luiss reserves the right to modify, update, suspend, or revoke the Programme at any time.
- Luiss cannot be held responsible for any cancellations or changes to the programme caused by circumstances beyond its control. In such cases, the University will promptly inform all affected students.

Selection Criteria

| Weighted average | 35% | Calculated based on the minimum valid mark of 18/30. |
| Registered credits | 33% | The academic score will take into account the ECTS credits (excluding those for internships) recorded by the end of the 2025–2026 winter session. Any optional courses will not be taken into account. Credits earned through exams taken in advance will be counted, but only up to the maximum score for this criterion, which is 33% of the overall score. |
| Level of English proficiency | 25% | Calculated based on the six levels of the Common European Framework of Reference for Languages (CEFR), from A1 to C2. |
| Bachelor's degree grade | 5% | Calculated from 100/110 up to 110 with honours. |
| Registered credits for internships | 2% | The credits for internships registered during the student's academic career will be taken into account. |
