Highlights

The program provides solid, internationally focused preparation in the following areas of law:

The program aims to recruit ambitious and motivated students, offering them the chance to learn in a world-class academic environment at a top-ranking law school specializing in European and comparative law.

The program requires tuition payment. In addition to tuition fees at Luiss, tuition payable to Utrecht University for the 2026–27 academic year is around €2,700. Please note that tuition does not cover living expenses.

Application Process

The Call for Applications will be published in early December 2025, and students will be able to apply starting January 8, 2026. Further information on the deadlines is provided in the table below. Details regarding the application process not available on this webpage will be provided in the 2026/27 Call for Applications, which will be uploaded to the “Useful documents” section at the bottom of this page.

Who can apply

Students enrolled in the fourth year of the Single-Cycle Master’s Degree in Law can apply to this program. Depending on their major, students can apply for:

  • an LL.M. in Public International Law, open to students majoring in International Law
  • an LL.M. in European Law – General Track open to students majoring in European Law, Administrative Law
  • an LL.M. in Law and Technology in Europe, open to students majoring in Law and Innovation
  • an LL.M. in European Law – track in European Cooperation in Criminal Matters, open to students majoring in Criminal Law and European Law
  • an LL.M. in European Law – track in Law and Sustainability open to students majoring in Administrative Law, European Law, and Law and Innovation
  • an LL.M. in European Law – track in Law and Technology open to students majoring in Law and Innovation, European Law, or Law and Business Economics
  • an LL.M. in European Criminal Justice in a Global Context open to students majoring in Criminal Law
  • an LL.M. in Law and Economics open to students majoring in Law and Business Economics
  • an LL.M. in Law and Sustainability in Europe open to students majoring in European Law, Law and Innovation, and Administrative Law

Available spots

Each year, a total of 12 students can participate in the program.

Requirements

Candidates for this program must meet the following requirements: 

  • IELTS Academic Module: A minimum score of 6.5 (overall) with at least 6 in all subscores (online tests and IELTS One Skill Retake are not accepted) 

  • TOEFL iBT: minimum score of 93, with at least 24 in reading, 22 in listening, 20 in speaking, and 20 in writing. The TOEFL institution code for Utrecht University is 9062 (the home edition is accepted). 

  • Cambridge English C1 in Advanced English (CAE): minimum total score of 176, with a minimum of 169 in all subscores 

  • Cambridge English C2 in Proficiency in English (CPE) - minimum score: 180 overall, with a minimum of 169 in all subscores
     

Language certificates must not be older than two years from the start of the mobility period (August/September 2026). Applicants must meet the requirements with a single test.

Selection procedure

Luiss will select a shortlist of candidates based on a non-disputable evaluation of the student's academic profile and motivation. Utrecht will then select the candidates from the shortlist and communicate the results to Luiss in due time, allowing students to register for the program.

Selection Criteria

The selection process involves three steps:

Step 1

Eligible candidates will be ranked based on an analysis of their academic performance (credits 53%, internship credits 2%, weighted average grade 45%). 

Step 2An interview will focus on the candidate's motivation, academic background, and previous international or professional experiences. 
Step 3The partner universities, after analyzing the Luiss Commission ranking and the candidates’ dossiers, have the right to confirm the final ranking.
