Luiss's Master's Degree in Law for Global Challenges, part of the LM-SC-GIUR class and taught entirely in English, trains lawyers who are capable of operating in today's multi-layered environment.
Traditional legal training is complemented by digital and interdisciplinary skills, which are essential for tackling the significant challenges of today's job market. The course stands out for its strong international focus and active teaching methods, which are based on case studies, simulations, project work, and the analysis of real-world problems.
Students can tailor their course by choosing between two majors:
- Law for Business in a Global Context: focused on global legal skills for key corporate functions (tax, compliance, ESG sustainability).
- Law for Institutions in a Global Context: geared towards public and international careers, with in-depth study of advanced international law, global security, and health regulation.
In line with the educational objectives of the LM-SC-GIUR class, the course prepares professionals who are capable of:
- operate competently within the multi-level legal system, navigating the interplay between domestic, European, and international law.
- manage the challenges posed by emerging technologies, with specific expertise in artificial intelligence, cybersecurity, and data protection.
- analyse and interpret complex regulatory processes where the public and private spheres interact.

Giuseppe Melis
Full Professor of Tax Law at Luiss. PhD in Tax Law from the Second University of Naples. Master’s in International Tax Planning from “La Sapienza” University of Rome. Director of the Master's in Tax Law, Accounting, and Tax Planning at LUISS Business School. Member of the Board of the Italian section of the International Fiscal Association. Tax lawyer and accountant. Coordinator or member of working groups addressing tax issues within numerous Italian and international institutions, including the Commissions for Italian Tax Reform in 2023. Member of the Scientific Committee for the following A-ranked journals: “Diritto e pratica tributaria”, “Rassegna tributaria”, and “Rivista della Corte dei conti”. Author of two monographs, a manual, and over 200 articles, including 70 in top-tier journals. His h-index stands at 12.

- Profile: elective courses that allow you to further customise your learning path by selecting content that aligns with your academic and professional aspirations.
- Certificates: distinctive elements of the Graduate School’s educational model, integrated into the study plan to offer students the opportunity to choose learning activities developed in collaboration with Corporate and Institutional Partners. With a strong focus on practical application, the Certificates enable students to gain specialised skills, engage with industry professionals, and delve deeper into methodologies and experiences gained across various professional settings. Upon completion of each Certificate, a notarised digital micro-credential is issued on the blockchain. This securely and verifiably attests to the skills acquired and can be shared on major professional profiles, enhancing one's educational background.

🇬🇧 Major: Law for Business in a Global Context
Semester I - Essentials
Regulation Between Global and Local Governance
The course explores the roles of international organisations, states, multinational corporations, and non-state actors in setting global rules and standards in key areas such as risk regulation, supply and value chains, and business and human rights. Particular focus is placed on the dynamics of regulatory cooperation and conflict, the fragmentation of global governance, and the challenges posed by globalisation, transnational crises, and technological innovation.
Law and Ethics of AI
The course examines the main regulatory frameworks for AI, with a particular focus on the European Union’s approach, including the principles of accountability, transparency, non-discrimination, and the protection of fundamental rights. At the same time, the course delves into key ethical issues surrounding AI, including algorithmic bias, surveillance, decision-making autonomy, accountability, and the social impact of intelligent technologies.
Cybersecurity for Private and Public Organizations
The course introduces the key regulatory, technological, organisational, and cybersecurity aspects, covering both businesses and public administrations. It aims to train individuals who can assess and manage cyber risks, including those related to cybercrime, while supporting security strategies, data protection, and business continuity in complex organisations.
Strategic Management in a Global Economy
The course provides the conceptual and analytical tools to understand and manage the strategic dynamics of organisations in global and highly competitive economic contexts. The course covers topics such as strategy formulation and implementation, analysing international markets, managing organisational complexity, and the role of regulation in decision-making processes.
Semester II - Major
International Tax Law of Multinational Corporations in Practice
The course aims to provide an overview of the main international tax issues for multinational groups and a comprehensive understanding of the activities, roles, and structures of the tax function within these companies. It covers aspects of compliance, consultancy, optimisation, and reporting, including practical examples and real-world case studies.
Data Governance
The course offers a practical approach to data governance in the private sector, analysing the application of European and national regulations on personal and non-personal data. Through exercises and case studies, it develops the skills needed to translate regulatory requirements into business processes and responsibilities. It prepares students for roles related to data management and governance in complex companies and organisations.
The Law of Transnational Mobility
The course examines the European framework for worker mobility, with a particular focus on freedom of movement, transnational secondment, and the coordination of social security systems. It delves into the regulatory framework and case law developments relevant to managing employment relationships in cross-border contexts. It prepares students to work in HR, employment consultancy, industrial relations, and corporate compliance.
Corporate Compliance
The course provides the legal and organisational knowledge needed to design and manage corporate compliance systems, with a particular focus on governance, risk management, and corporate criminal liability. The course aims to equip students with the skills to design prevention models and develop competencies relevant to roles in compliance, risk management, and internal audit, both nationally and internationally.

Financial Reporting and Analysis
The course provides the fundamental knowledge needed to understand, interpret, and analyse companies' financial statements and economic and financial information. The course covers the principles of financial reporting, key financial statement items, and analytical tools for assessing an organisation’s performance, soundness, and economic sustainability.

The course delves into the integration of sustainability into commercial law and corporate governance, with a focus on ESG obligations and due diligence processes throughout the supply chain. It analyses contractual and corporate tools for managing risks and responsibilities, including in relation to transparency and reporting. It prepares students to work in the corporate, compliance, and legal advisory sectors on ESG issues within international companies and groups.
International Commercial contracts, Arbitration and ADR
The course examines the main tools for resolving international commercial disputes, with a particular focus on arbitration and alternative dispute resolution (ADR) mechanisms. It explores procedural rules, the drafting of arbitration clauses, and the strategic management of litigation in transnational contexts. It prepares students to work in the legal, dispute resolution, and consultancy sectors, within law firms, companies, and arbitration institutions.

Democracy, Interests Representation and Advocacy in Multilevel Law-Making
The course provides the legal and political knowledge needed to analyse how complex decision-making processes work, with a particular focus on multi-level governance, interest representation, and legislative processes. The course aims to equip students with the skills to design influence strategies and develop competencies relevant to roles in public affairs, lobbying, and institutional relations, both nationally and internationally (EU and global organisations).
International Economic Law and Multilateral Cooperation
The course analyses the principles and rules of international economic law, with a particular focus on how multilateral systems operate and the role of key international organisations. The course covers topics such as international trade, investment, economic cooperation, and the regulation of global markets, exploring the interactions between public and private actors.
The EU as a Global Actor: Strategic Autonomy, Trade and Security
The course examines the European Union’s role as a global player on the international stage. The course focuses on the concept of the EU’s strategic autonomy and its implications for trade, industrial, and security policies by examining international economic relations, the common commercial policy, and European security and defence.
One Health Regulation
The course provides the legal and organisational knowledge needed to analyse and manage regulatory frameworks based on the integrated One Health approach, with a particular focus on the governance of human, animal, and environmental health. The course aims to equip students with the skills to design coordinated regulatory strategies and develops competencies relevant to roles in policy-making, health regulation, and environmental risk management, both nationally and internationally.

Strategic Studies
The course provides the legal and political knowledge needed to analyse and manage global security dynamics, with a particular focus on conflict governance, the international law of armed conflict, and the evolution of strategic doctrines. The course aims to equip students with the skills to design frameworks for analysing security and defence, and develops competencies relevant to roles in legal and strategic consultancy, diplomacy, and international security, both nationally and internationally.

The course examines the fundamental principles of EU competition law (antitrust, merger control, and state aid) and their role in ensuring an integrated, fair, and efficient internal market. Considerable focus is placed on the challenges posed by the digitalisation of the economy and the new European policies and regulations in this area, including the regulation of digital platforms, data, and technology markets.
Fundamental Rights in the International and European Dimensions
The course provides knowledge of the general categories and specific concepts of fundamental rights protection, with a particular focus on the governance of supranational law in Europe. The course aims to equip students with the skills to critically assess the implications of human rights in national and European policies and regulations, and to develop the ability to comparatively understand the relationship between domestic and supranational principles in complex legal contexts.

Tuition fees
The single annual fee for enrolment in the first year of the Master’s Degree in Law for Global Challenges for the 2027/2028 academic year is €16,000, payable in three instalments, plus the regional tax.
