Notice of fund allocation for the 2025/2026 academic year

Cultural and social initiatives and activities promoted and managed by students themselves

Article 1 – Purpose and nature of the initiatives

1.1 Luiss Guido Carli (hereinafter “the University”) encourages students to actively participate in university life and enhances their educational journey by offering funding for cultural, social, and publishing initiatives promoted by the entities listed in Article 2 of this call. Funding requests must be submitted by these entities as outlined in Article 3 of this call.

1.2 Funds will be allocated up to the total amount available for the aforementioned initiatives, which is €35,000.00.

Article 2 – Applicants

2.1 Funding requests may be submitted by:

  • Student associations that are duly constituted and recognized by the University (hereinafter referred to as “Association(s)”);
  • Internal newspapers that are duly established and recognized by the University (hereinafter referred to as “Newspaper(s)”).

2.2 The Associations and Newspapers referred to in paragraph 1 are listed in Annexes A and B. 

Article 3 – Loan application

3.1 Each Association and each Newspaper may submit a single funding request, which must include all proposed initiatives for which funds are requested.

3.2 Each funding request must be submitted by a single Contact Person for the Association or the Newspaper.

3.3 The funding request must be submitted using the form available online starting at 12:00 pm on March 23, 2026, and must include:

  • Contact person's first name;
  • the Contact Person's last name;
  • an IBAN within the European Union with the currency set to euros;
  • the Contact Person's tax code;
  • the Contact Person's residential address;
  • email address;
  • a detailed description of the initiative, including its presentation, content, timing (where possible, indicate the start and end dates of the initiative), expected objectives, impact on the university’s student community, any indication of the number of participating students, and any use of the university’s spaces and equipment;
  • a detailed and analytical cost estimate for the project's implementation.

3.4 The funding request must not exceed 4,000 characters in total. Any attachments, such as illustrative tables, for example, will not be counted toward the character limit. 

3.5 The funding request must be submitted by 12:00 p.m. on April 23, 2026.

3.6 Funding request outcomes will be communicated by May 28, 2026.

Article 4 – Commission

4.1 Funding requests are evaluated by a Committee composed as follows:

  • two faculty members who teach courses in the Undergraduate School's degree programs (appointed by the Executive Committee based on a proposal from the Dean of the Undergraduate School);
  • two faculty members who teach courses in the Graduate School's degree programs (appointed by the Executive Committee based on a proposal from the Dean of the Graduate School);
  • the Student Representative on the Board of Directors;
  • the Student Representative on the Quality Assurance Committee;
  • the Coordinator of Student Representatives for the Undergraduate School;
  • the Coordinator of Student Representatives for the Graduate School;
  • the Director of the Culture, Identity, and Development Department.

4.2 The Committee's decision is final.

4.3 Any changes to the activities submitted and approved must be expressly authorized in advance by the Committee and will be considered if they do not alter the purpose and nature of the project.

4.4 The Committee has the authority to revoke the funding, either in whole or in part, and may also request the return of any amounts already disbursed, should the implementation of the initiatives deviate from the submitted project.

Article 5 – Criteria

5.1 The Committee's assessment is based on the following criteria, with a score assigned to each:

  1. impact on the student community (the initiative’s ability to deliver a real benefit to students and to the cultural and social life of the university), from 0 to 8 points;
  2. clarity and completeness (clear objectives, well-defined activities, timelines for implementation, locations, and methods of execution), from 0 to 8 points;
  3. budget (clarity of items, justification of costs, alignment with planned activities, and proportionality between requested resources and expected results), from 0 to 8 points; 
  4. interconnection (operational links with other associations, newspapers, offices, bodies, and other entities within the University, as well as connections and exchanges with external companies and institutions), from 0 to 6 points;
  5. sustainability (attention to environmental impact, efficient use of resources, and alignment with the activities of the Offices and the University’s guidelines), from 0 to 5 points;
  6. access and participation (accessibility to the student body and clear participation conditions), from 0 to 4 points;
  7. communication and information (the presence and quality of a communication plan aimed at informing the student body and encouraging their participation), from 0 to 4 points;
  8. originality (the initiative’s ability to offer new content or a distinctive approach), from 0 to 4 points;
  9. team management competence (clarity of roles, adequacy of human resources, prior experience, and quality of the operational plan), from 0 to 3 points.

5.2 Funding requests that receive: 

  • a total score below 15 will not be eligible for any funding;
  • a total score between 15 and 20 may receive funding not exceeding €400.00;
  • a total score between 21 and 25 may receive funding not exceeding €800.00;
  • a total score between 26 and 30 may receive funding not exceeding €2,000.00;
  • a total score between 31 and 35 may receive a loan of up to €4,000.00;
  • those with a total score between 36 and 40 may receive a loan not exceeding €8,000.00;
  • Those with a total score above 40 may receive funding of up to €10,000.00.

5.3 The score obtained only indicates the eligibility threshold and the maximum amount that can be granted, and does not automatically entitle the applicant to any minimum amount.

5.4 The Commission may grant partial funding relative to the amount requested.

Article 6 – Exclusions

6.1 No funds will be granted for:

  • printing of newspapers;
  • purchasing magazine subscriptions;
  • promotional activities on social networks;
  • purchase of audiovisual equipment and editing software already available at the University (see Annex C);
  • reimbursement of expenses related to the participation of external guests in events promoted by associations or newspapers.

Article 7 – Request for disbursement

7.1 The request for disbursement of the allocated funds must be submitted by the Contact Person using the form sent by the University to the email address indicated in the funding request by April 23, 2027.

7.2 The funding will be disbursed by the relevant University Office no earlier than 30 days and no later than 60 days from the date of the request. 

7.3 You may request a one-time advance of up to 80% of the approved amount by attaching a specific estimate.

Article 8 – Training

8.1 Representatives from the associations and newspapers receiving the funds will meet with the Head of the Administrative Office for a workshop. The purpose of this workshop is to provide training on the administrative procedures related to the disbursement of the allocated funds. 

Article 9 – Implementation of initiatives

9.1 Funded initiatives must be carried out and completed by April 23, 2027.

9.2 Funds cannot be requested for activities that occur after the date mentioned in the preceding paragraph or that are not completed by that date.

Article 10 – Reporting and final report

10.1 Within 30 days of disbursement, the Contact Person must report the expenses incurred by submitting appropriate documentation.

10.2 Within 30 days of the initiative’s conclusion, the Contact Person must submit a final report on the project’s implementation. The report must be submitted using the designated form provided by the Offices and must not exceed 2,500 characters.

Article 11 – Return and revocation

11.1 The Contact Person is required to return any disbursed funds that have not been spent.

11.2 If no disbursement request is received by April 23, 2027, the allocated funding will be automatically revoked.

11.3 The University reserves the right to conduct further checks to assess the proper management of the grants awarded.
