Instructional goals

The course aims at: providing knowledge on investments and reforms promoted by the Government with PNR, the extraordinary Plan, to overcome the crisis determined by pandemic, war and economic recession; deepening the knowledge not only of the policies of PNRR but also of the operational instruments used by national and local administrations to simplify the implementation of plans and accelerate the growth investigating the interrelation between the opportunities of granting offered by PNRR and those offered by cohesion policies through the European funds on the next cycle 2028-2035

Intended learning outcomes

At the end of the course, the students will be able to: understand objectives and policies on sustainable development promoted through PNRR and EU funds; read, discuss and criticize the economic and social conditions that brought to the implementation of the PNRR as an extraordinary National Plan; read, discuss and criticize PNRR policies jontly with cohesion policies implemented in view of next cycle of European Funds 2028-35; analyze and understand the complexity of sustainable development models funded by EU and national Government; assess the features and appropriateness of the PNRR and EU funds operational instruments also in particular contest, such as the South of Italy; communicate and present, in a clear and persuasive manner, the principal instruments of the ordinary and extraordinary exit strategy implemented by the Government to overcome the crisis

PNRR and EU Funds as instruments of innovation to overcome the crisis: the law 21st April 2023, n. 41 Objectives and organization of the extraordinary Plan and EU Funds Operational instruments: call, grants and new partnership between public and private sector The PNRR Governance PNRR complementarity with EU Funds 2028-35 and ordinary policies Public administration and Justice reform as precondition for growth Modernization of PA to attract investments Simplification instruments for PNRR and EU Funds implementation

Teaching Methods

Frontal lectures, laboratory activities and open debates

Assessment Method

Midterm Lab activities and oral test at the end of the course. Lab activities weigh 30% on the final score
