The LOTUS Permanent Observatory plays a strategic role for Luiss, focusing its legal research on the fields of Space and Underwater. Indeed, the Space Economy and the Blue Economy are rapidly expanding economic and financial sectors, where substantial public funding and private investment are increasingly converging. The current focus on these specific sectors stems from the fact that only recently have supranational institutions and nation-states begun to develop forms of regulation for them. The legal framework for these areas, which remains largely undefined, is therefore of strategic importance for both private companies and public institutions.
Among the strategic areas of Luiss’s research, technological innovation—of which Space and the Underwater World are fully part—is undoubtedly the top priority. In this regard, Space and the Underwater World, as largely unexplored environments, become priority areas for research. Their impact on civil society is also quite significant, as these sectors are currently under-regulated, making it crucial to develop an appropriate legal framework.
