Established in 2018 in partnership with Fondazione Etica, the LocGov LAB aims to apply the Public Rating methodology, conceived and developed by Fondazione Etica, to analyze and compare municipalities and regions. Using this scientific model, LocGov LAB assesses the performance, transparency, and integrity of public administrations. The goal is to improve the efficiency of local institutions (such as municipalities and regions) and enhance public institutions by actively involving their stakeholders (citizens, businesses, and associations, among others).

The Public Rating is a tool for assessing and measuring the transparency, integrity, and performance of local and national public administrations. It uses the indicators outlined in current regulations and follows the methodology of ESG sustainability indices, which are used in financial markets. The Public Rating serves as a practical tool for public administrations, citizens, and businesses, primarily to: innovate and improve public administration; conduct a merit-based spending review of public administrations; prevent corruption; provide operational support to the administrative apparatus; and promote participatory processes.
