The EU Inclusive Open Strategic Autonomy Centre (IOSAC) is a Jean Monnet Centre of Excellence funded by the European Commission and housed at the Luiss Institute for European Analysis and Policy. IOSAC aims to be a European hub for cutting-edge research, teaching, and policy analysis to manage a political compromise that the EU is currently facing.

The European Union aims to maintain and enhance its trade competitiveness in a rapidly changing global landscape marked by a trend toward strategic autonomy and geopolitical tensions, while ensuring inclusive trade outcomes within Europe and the Mediterranean region.

In this context, Italy, thanks to its geographical position and political tradition, can play an important role. The center (1) will serve as the central hub for transnational connections with academic institutions in Central and Mediterranean European countries, (2) will gather high-level expertise to design inclusive EU trade and industrial policies and support a dual transition that does not leave the Mediterranean region behind, (3) will make this expertise multidisciplinary and Europe-focused, and (4) will ensure public awareness among stakeholders and civil society.
