ANALYSIS AND EVALUATION OF PUBLIC POLICIES
Instructional goals
The course aims to provide students with a clear and in-depth understanding of public policies, helping them define and describe them accurately. It also focuses on understanding the policy life cycle and teaching students how to apply it to real-world cases, effectively bridging theory and practice.
Intended learning outcomes
Knowledge and Understanding: Students will learn to analyze decision-making processes, identify the main actors involved, and examine their dynamics and roles in policymaking. Applied Knowledge and Understanding: Through case studies and participatory, simulation-based methods, students will be able to directly apply the knowledge acquired. Autonomy of Judgment: Students will develop the ability to critically analyze public policies. Communication Skills: Active participation in class will be encouraged. Students will present oral reports and discuss scientific paper proposals. Learning Skills: Students will acquire the competencies needed to reconstruct public policy decision-making processes.
Course Contents
The course provides a comprehensive overview of public policies, combining theory and practice. Students explore the foundations of public policies, including their classification, the role of actors, and the decision-making cycle. It also delves into the use of policy design tools and study methodologies to analyze and address policy problems.

Teaching Methods
The course combines traditional lectures with a workshop-based approach, allowing active engagement with public policy topics. Through a decision-making simulation, students will work in groups (group selection via LUISS Learn) to learn the stages of public policies and delve into strategies and interaction methods of the actors involved. Interactive discussions on key concepts and practical examples will enhance learning. Various participatory methods will be employed to support continuous learning.
Assessment Method
For attending students:the assessment of learning will consist of Multiple-choice questions, an in-class presentation and written report on a simulated policy-making process carried out during the course.
Final exam: open-ended questions on the topics covered in the course. For non-attending students: Final exam with both closed and open questions based on the non-attending student syllabus, and an individual paper proposal.

The Thesis assignment is based on demonstrated interest in course topics.

Week 5
Studying public policies: methods.

Simulation as a learning tool. Assigning tasks and tools to groups. Policy formulation.
