Wrap-up Lecture by Marcello Messori
The Lectio Magistralis, titled “The Recent Evolution of European Economic Governance: From Centralized Fiscal Capacity to the Production of European Public Goods,” presented by Prof. Marcello Messori, is part of the “Wrap-up Lectures” series dedicated to professors from our University who have completed their teaching careers. By fostering intellectual debate on key issues, these events aim to both recognize colleagues' academic contributions and serve as a “handover” of knowledge to the next generation of scholars.
In response to the shock of the pandemic, the European institutions launched a central fiscal capacity (CFC), albeit on a temporary basis. This has initiated an innovative policy mix that appears capable of shaping promising prospects for the evolution of European institutions. Unfortunately, the dramatic events of war on the Union’s eastern borders and in the Middle East have made it clear that the fundamental problems of the European economy cannot be addressed with temporary measures. The EU must change its outdated production model and, consequently, needs a modern, centralized industrial policy based on the production of European public goods.
