Innovation Procurement: Balancing Open Innovation and Mission-Oriented Innovation

Innovation public procurement (IPP) holds immense potential for innovation policies. Notwithstanding its potential for economic growth and development, administrations across Europe continue to implement IPP in a limited or undervalued manner, despite scholars’ claims that this set of tools is more effective in supporting the enterprise ecosystem than regular procurement. Why is this potential still untapped in the EU and in Italy?
