Luiss Certifications
A language certificate is an official, internationally recognized document that attests to an individual’s proficiency in a foreign language, in accordance with the Common European Framework of Reference for Languages approved by the Council of Europe.
Luiss Guido Carli is not a language certification body, so it does not issue international certifications. However, it does attest to the language level achieved as part of a student's academic program, when available.
Regarding language courses, the Language Center can issue:
- a certificate indicating the language level achieved at the time of the request, defined as “intermediate level” since the language course has not yet been completed and the credits have not been earned. To request this certificate, simply send an email to cla@luiss.it, attaching a copy of both the front and back of your ID, and specify whether you would like the certificate in Italian or English.
- a stamped certificate confirming the passing of the final exam/language proficiency test, indicating the university credits earned and, if available, the final level achieved. In this case, you will need to follow the request process outlined in the next paragraph.
How to request stamped certificates
In accordance with current regulations, Luiss only issues stamped certificates that can be used solely in dealings between private individuals. These certificates bear the legally required wording: “This certificate cannot be presented to public administration bodies or to private operators of public services.”
To request stamped certificates, the applicant may:
- send the appropriate certificate request form (without affixing a revenue stamp) and a copy of a valid ID via email to cla@luiss.it. Upon receiving the request, the Language Center will issue the required revenue stamps in the personal area of the Web Self Service, under the heading "Payments": a €16 revenue stamp for the request and an additional €16 revenue stamp for each certificate requested. The stamp duty can be paid online via PagoPA. Once payment is verified, the requested certificates will be sent within a maximum of three business days, using the method indicated on the request form. If the applicant chooses registered mail, they will not incur any additional costs beyond the required revenue stamps, and they release the University from any liability for the potential loss of the submitted documents.
- Request the certificate in person or through a designated representative by scheduling an appointment with the University Language Center. You will need a valid ID, the certificate request form, and the appropriate number of €16 revenue stamps for each certificate requested, plus one stamp for the request form itself (for example, if you request two certificates, you will need three €16 revenue stamps). Certificates are issued upon request, except for those that require specific details or additional features, such as certificates for “foreign use with the handwritten signature of the Head of the Department.” In this case, you must contact the Language Center in advance via email at cla@luiss.it so that the certificate can be issued within a maximum of three business days. When delegating to a third party, the delegate must bring their own ID, a duly signed delegation on plain paper, and a photocopy of the delegator’s ID.
Self-declarations
Pursuant to Article 15 of Law 183/2011, public administrations and public service providers can no longer request or accept certificates from individuals that have been issued by other public offices. When dealing with public administration bodies and public service providers, certificates are always replaced by self-declarations, which these same public administration bodies and public service providers are required to accept, or else they will be in breach of their official duties.
In compliance with this legislation, Luiss provides pre-filled self-declaration forms. In fact, through the Web Self Service, you can print self-declarations related to your course of study, including the English version. Self-declarations are issued on plain paper and are not subject to any stamp duty.
For language courses, the Language Center offers two types of self-declarations:
- If the language course has been completed, you can access the self-declaration confirming the passing of the final exam/language proficiency in the “Enrollment/Certificates > Self-declaration” section. This declaration also indicates the university credits earned and, if available, the final level achieved.
- If the language course is still ongoing, you can access the self-declaration confirming the language level reached as of that date, defined as “intermediate level,” in the “Career > Career Documents” section.
To access the service, you must be in good standing with your administrative status. It’s also important to remember that the individual is personally responsible for what they declare, and the Administration may conduct appropriate checks and take any necessary measures.
